So, I don't know if this is an option that i'm not aware of, or if anyone else has suggested this, but i'm going to give it a shot.
There should be an option to sell a horse to a direct user. That way if you negotiate something with someone through the forums, you don't have to worry about someone else snatching the horse up.

Private sales have been on the to do list since open. Old suggestion.
