In order to ping someone you'll want to use BBCode quotes. Here's the basic code for it:

[quote="USERNAME"]message here[/quote]

In which you swap USERNAME with the username of the player you're trying to ping. Remember that there must be quotation marks (") around the player's username or it will not work.
