Costumes are found in the Market under Tack Store.
There is no level necessary to acquire costumes.
Costumes come out during certain times of the year and are indeed limited time releases (Halloween and Spring).

However, the good news about this is, so far, the costume releases will return every year. So since you missed this years halloween release, you should still be able to acquire your favorite halloween costumes again next year. The releases are usually for the whole month of October, but sometimes it's only the last two weeks before the holiday. Also remember that although some of them are strictly in-game money purchases, some of them are strictly PT purchases.
