You have to take courses in order to be able to have more horses Go to Player -> Skills -> Horse Ownership, and then take a course in basic horse management. This should upgrade your account so you can have another horse Hope this helps!

What _h a z e l 3_ said is most likely your issue.

The other possible issue is that you don't have enough spots on your farm for it. You need to place your 'horse pen' before you can use it. Hit the button that says 'Toggle Build Mode' when you're on your 'My Farm' page and then the 'Add From Inventory' button. After you add it to your farm page, you will have extra spots, IF you have enough skills learned to own more horses.
