Belgians 3* or higher (prefer without feathers)
If you have these breeds, I can eval them if you think they are close and don't want to pay for the book.
The eval is
Height Mature Range 15.3hh to 17.3hh
Build Medium Light to Medium Heavy
Body Size 50% to 80%
Type 60% Horse Type to 70% Pony Type

I have a 5* Belgian Stallion with no feathers
I have him up for 4500 but will take offers he has 50k+HGP and a gold in Intelligence
