Will it ever be possible to obtain new breeds from the adoption center?
For example once you personally have managed to create a particular breed e.g Norwegian Fjord, it would then be available in the adoption center but, for you only. Otherwise, inbreeding will be very common in un-popular breeds.
Will this be a thing?

Yes, created breeds will eventually show up in the center; no, it will not be only for you. Once populations are high enough, the breed will be added to the center for everyone to access.
